This legislation provides EU wide rules for the issuing, content and sending of invoices. Directive 2010/45/EU (the Second Invoicing Directive) aims to reduce administrative burdens for businesses, increase the uptake of e-invoicing, improve the functioning of the Single Market and help small and medium-sized businesses (SMEs) to better control tax.

Do you use e-invoicing? Do you feel the Second Invoicing Directive has achieved its aim of making things less complicated?

Do you think that complying with EU invoicing requirements has become simpler over the past 5 years? Should a common EU storage period for VAT invoices be introduced?

The European Commission would like you to share your ideas and thoughts on how the Directive is working and how it could be improved. With its special focus on e-invoicing, data gathered through this consultation means the Commission could measure and better understand the uptake of electronic invoicing in the EU.
